ROSAMOND, Eastern Kern County. — November 5, 2026. Residents of the unincorporated community of Rosamond voted on three positions on the Community Services District governing board. Kern’s unofficial election-night tally reports Jose Hernandez Jr. with 1,259 selections (30.89%), Rick Webb with 1,199 (29.42%), Gregory C. Washington with 977 (23.97%), and Alfred Wallis with 641 (15.73%).

Why this is not a city council election

Rosamond is an unincorporated community, not an incorporated city electing a mayor. A community services district is an independent local public entity responsible for specific services under state law and its authorizing powers. Its governing board should not be described as city council, and the election district should not be confused with the Kern County Board of Supervisors.

Who occupies the three reported leading positions

The top three candidates occupy the three currently leading positions. Washington’s reported third-place margin over Wallis is 336 candidate selections. The percentages are shares of the total valid candidate selections in a vote-for-three election, not the percentage of households or registered voters who voted for each name.

Counting continues despite precinct status

Eight of eight district precincts initially reported, according to Kern County. That means the original election-night transmission is complete, not that every legal mailed or provisional ballot has been canvassed. Later totals could alter margins before official certification.

Numbers are not certified. Reported precinct completion does not mean every lawful ballot has been counted.
