ROSAMOND — November 2, 2026. Rosamond Community Services District explains that utility charges include fixed infrastructure costs as well as variable charges for water consumption.

What a base rate covers

According to RCSD, the base supports maintenance, facilities, equipment, staff and customer service. The district says this portion is collected with property taxes rather than fluctuating with monthly consumption.

What is measured in hundreds of cubic feet

The usage rate is based on HCF, or one hundred cubic feet. For residential sewer charges, RCSD reviews the two lowest-usage months from December through March of the prior fiscal year and uses their average to estimate sewage discharge.

How to verify an invoice

The district publishes rates effective July 1 for each applicable year and explains charge categories in its FAQ. An individual bill may differ by meter size, customer class and consumption. Contact 661-256-3411.
